Neither should a prospective employee be restricted from asking what the company is paying or has paid for the job. In each case, it is up to either side to decide if they want to answer, and how they want to answer.

We do not require an answer to that portion of the application. Does help if it is answered. We know whether an applicant is within our price range. Prevents employer and prospective employee from wasting time.

Yes, This is an invasion of personal privacy. The response can be used in the offer to the potential new-hire.
